just look at a map of where ITS are used!

The technology was first developed in the USA and UK.

It is heavily used in the USA today.

Not much in the UK.

Quite a bit in China, India, the UAE, Australia and the Netherlands.

It clearly isn't just economics -- usage is low in many wealthy countries.
